Line15: WHEREAS, In 2005, Virginia’s fishing industry generated
Line16: $1.23 billion in output sales, $717.4 million in value-added
Line17: and more than 13,000 jobs, but due to the Deepwater Horizon

Line19: damages to Virginia’s shell-fishing industry, even though
