Line01: Article I: The United States Federal Government hereby
Line02: requires that all planes have a system which can deliver a
Line03: knockout gas into the cabin of any airplane in order to
Line04: ensure that in any case the cabin can be controlled such as
Line05: if terrorists took control of the plane. The cockpit on the
Line06: other hand would have to be made airtight with its own air
Line07: supply, so that in any case the system was activated, the
Line08: pilots could still pilot the plane. This system would be
Line09: controlled from the cockpit.
Line10: Article II: A knockout gas is considered any gas that can be
Line11: used to quickly temporarily incapacitate the cabin, but is
Line12: also non-flammable and non-explosive to make certain it does
Line13: not become a danger to the plane. One strongly suggested
Line14: gas would be sevoflurane. All of the gases that could be
Line15: used would have to be approved by the Transportation
Line16: Security Administration.
Line17: Article III: The Transportation Security Administration
Line18: will oversee this piece of legislation.
Line19: Article IV: This piece of legislation would be implemented
Line20: by January 1st 2011.

Line05: SECTION 2. Maximum; is defined as the greatest quantity
Line06: or value attainable or that can be attained. That cap dose
Line07: not mean that $225,000,000 must be spent each year;
Line08: it most certainly can be less than that. Currently 30 States
Line09: have passed charter school legislation. If the other 20
Line10: states would like for there future “charter schools” to
Line11: to qualify for this grant money; then they must pass
Line12: legislation that allows so by the implication
Line13: date of this bill.

Line15: SECTION 3. The Department of Education will remain
Line16: responsible for distributing grants to charter schools.
Line17: Which it has done prestigiously since 1999.
Line18: Failure to execute this bill properly will result in the
Line19: Department of Education giving there own paychecks
Line20: to the teachers of the Charter Schools that received grants.

Line22: SECTION 4. This bill shall be implemented on
Line23: January 1st 2012. Giving ample time for the 20 states
